You can download a free trial of Illustrator at Adobe.com, it will be enough to tell if the layers are really there for yourself. No OCR software in the world would pick up the chicken scratch on this document.

@SgtDetritus007 OCR because people forget to turn things off. The quality of the equipment has nothing to do with it. It's all operator. As I stated, some elements were probably converted while others weren't picked up. I've been in the industry for 15 years. So I do have some experience. :)

@velocityoftears Why OCR at all?? What does OCR have to do with this? Zero. Zip. Nada. Just scan the damn thing and let We-The-People see it. Take a photo with POTUS iPhone. I know a little about scanners, they're pretty good at what they do. I'll bet The White House can afford a pretty good one. There are clearly parts of this so called "document" that have been retouched—artifacts like the one-color non-anti-aliased signatures and typography. Sorry dude, but @AFAskygoddess wins this battle.

Unfortunately your knowledge of Adobe products is pretty limited. Everything is on one layer. What you are expanding are the elements that make up that layer. Illustrator does in fact separate every object. What you are seeing is likely Optical Character Recognition from the scanning process. OCR is far from perfect. So it doesn't pick up every element. That's why some characters are thicker than others and all the vector elements appear pixelated --- it was essentially "tracing" a bitmap scan.
it does not matter because he does not have 2 parents that were both US citizens for at least 14 years , thats the rule to be eligible for POTUS

@TireLift .. Yes, you are absolutely correct.
I think that's the point of all this. Everyone's focusing on where he was born without acknowledging the qualifications to be classified as a 'NATURAL BORN' American. His father was British. If his parents were married, it doesn't matter where he was born. He could still be an 'American', but NEVER be a NATURAL BORN American.
Instead of focusing on that bit of legalese, the MSM is directed to focus on the birthplace, which is insignificant.
