Most likely a FAA Sport or Private Pilot certificate will be required at the very least.

Sure, you can fly these with a private pilots license. They would most likely be very easy to fly, but very basic and of course not designed for distance as someone else said, VFR only. Most of the people that have these are very dedicated to maintaining them and bringing them to shows, etc. The more difficult part is going to be finding one of these for sale in flying condition that you could still afford. I can imagine they an absolute blast to fly though and I would love to fly one someday!

The engine has no electric starter, to reduce weight or malfunctioning.
