Yep, Nuclear Fuel rod Caskets.
Currently, American Nuclear plants store their waste fuel rods on site. That's what these babies are for.

Looks the the lead unit is a 4 axle. I may be wrong though.

They are most likely from the Bay Coast RR on the Virginia peninsula (there is a cement plant next to the railroad's HQ). 13G usually hauls those loads up from there to Enola.

I actually found out they place them in nuclear power plants, they hold fuel rods, and every so often fuel rods need to be replaced.
