Before its the SPCA that had a bad rep of regulating the overmass of none adopted and stray cats and dogs now its the Berger Blanc. The ones who are responsible of all of this are the owners who do not Spay and Neuter theire pets cats and dogs multiply like rabits if you want to counter overmass of stray pets that will be destroyed cheaply thats why they do it the ruff way because budget wise it cost's more to do it the acceptable way Spay and Neuter your pets when you buy them thats all.
