I couldn't find anything on this problem.
Also, I'm not sure if these are parts of the problem, but in your video, the last 3 bottom options once you select "Arrange icons by" are all gone, and I changed my theme to look like Mac OS X, so there's a dock, finderbar, different close buttons, etc...

When I do this, when i drag a window, it always leaves a white trail behind it which soon goes away, but its still really annoying.
