LOL, the bucs are in a rebuilding year. If you think 'rebuilding' is 'on the decline', you don't know what it means to rebuild. Rebuilding and declining are opposites. I would say that the bucs have been on the decline since the 2002 season, and they're only now starting to rebuild.
