I get the impression he's singing about a girl he loves, and she's falling apart, and he blames it on the flaws in our society. He gradually comes to realize within the song that, while at first he doesn't know why he hears Maria crying through the front door, her unique optimistic character that he loves so much is crushed by the modern world. It's an incredible anthology of not only his literal feelings about this girl, but his insightful observations about what's wrong with the world.
