Should be legal at all levels of competition. The instructor demonstrates it well from several tie-ups and stances. Very Good Work!

when you shoot in and have the leg and arm, You mentioned scooting your hips... If I'm shooting in on his left leg and right arm which way am I moving my hips to finish? Like clockwise a little bit?

Yeah. you want to move your hips toward the captured leg. when you do that if you keep the arm trapped and tight to you he'll float off your back.
