It is a nice idea, and it does keep the clutter down, but you didn't include the disadvantages as well.
1) Requires clicking a drop-down menu to view tabs open.
2) Would require a way to manage having more tabs than screen space (scrolling?)
3) Requires the mouse to use new functionality.
That being said, as long as the previous keyboard shortcuts retained their functionality, this might be nice. Though it will remove the ability to switch to a tab two away with a single click.
