The output is actually slightly less than straight DC. However the reason people use these is they add more electrolyte to their cell so that they can get more production, and the PWM will help control the cell so that it wont go into runaway mode.
That way you get more HHO when the cell is cold and when it gets hot, this will keep the cell from overheating.
@caboflyguy Efficiency goes up through the use of a PWM. Also a constant current PWM will help prevent thermal runaway.
