This particular spot (grassy area in video) was used illegally for years as a rental unit storage area. The land has always belonged to the state of Illinois but some guy just came in, fenced off lots, and rented it out for years. He got away with it until the old "bottleneck" was "fixed". The "high value" real estate was on the other side of town where the old quarry was turned into a rancid, festering, dump. that they are still trying to fix.
