Yes, by now there are such devices that can identify targets. Rate of error is much more less than even 2 years before. Unfortunately a bullet or small rocket kills the person as well who is near the terrorist.

The problem is that these terrorist use to surround themselves with women and children just to prevent the counterattack. In 2006 Summer happened the same BUT NOT in field battles between IDF and regular Hezbollah groups.
