@BBT609 At first I wondered if the cylinder below was a tuned resonant chamber to make the bell tone louder.
It probably just houses a motor which turns a disk which pushes the clapper out and the clapper strikes the bell.
Note that it slows down and stops.
I own two railroad crossing signal bells. They use a electromagnet solenoid to move the clapper.

Interesting how you can see the bell's clapper arm. Now, that that cup thing at the bottom? A noise resonator to put out more sound??
