And according to some knowledgeable folks over on the 78 LIstserv, the sequence of chimes heard coming from the loudspeaker immediately after the title card is a very early seven-note version of the NBC chimes!
This is such a clever cartoon, it's really hard to pick a favourite moment. I'll go with the cat exercise, with the violin strings sounding like meowing, then the cat coming straight at the camera.
As you can see, there aren't a lot of gray shades. Most of the cartoon is just literally BLACK and WHITE. The first Fleischer cartoon with a full range of greys was "Hot Dog" (1930), which was also the first appearance of Bimbo.
Interesting that the radio voice starting about 2:35 in sounds an awful lot like Jack Mercer (even though it would be another five years before Mercer started doing voices for Fleischer).

Good ol' Fleischer, never seen this one (or any of the Talkatoons, for that matter). 6:24 onwards was both freaky and brilliant.
