@CLeoTorri Actually the Soviet Union's acquisition of foreign debt of any consequence was a very late development.
But your point about the same vested interests is well taken, whether it was a bureaucrat in the in the Ministry of Radio Machine Building or a programme manager at Northrop, whether a general in the SAC or a general in the PVO, a politician in the Politburo or a US Senator; everyone tried to keep the status quo.

@Nater245689 You see the symptoms, but I think you misdiagnose the problem. The free market and strong expectations of conservative and tentative behaviour in relation to the allocation of capital would mean self-regulation... if the Federal Reserve wasn't pumping money into Wall Street hand over fist, If it was just other people's money, they would be a lot more careful than they are when they throw $5 billion here, $10 billion there, into the casino.

@Itchhhh 14 Ohio class submarines is not next to nothing, in fact it's probably sufficient deterrent all by itself now that Trident D5s have the accuracy to perform a time-sensitive first-strike,
The justification for land-based missiles simply no longer exists, and the only group in favour of retaining a land and bomber based nuclear deterrent are vested interests and the military industrial complex, and Air Force generals who will always say we need more, more, more.

@creativeprojects720 Tell that to Iran.....they aren't going to get rid of their weapons, heck they are building nuke bombs now. Try this my friend, put a sign on your front door that reads, "no guns are in this house." Let's see what happens in say a year.
Forgot to thank you for your kind words -- what I learned in making this film is that having nuclear weapons confers great power even without their use and that what was most important during the Cold War was that neither side see the other as vulnerable to a first strike because a perception of vulnerability is provocative.
I am actually seeking funding to do something on the contemporary situation regarding Iran & NK and particularly China with a large Missile Defense component.

What ever the cost of deterrence -- it was a cheap price compared to the cost of nuclear war. We made it through the whole Cold War period -- that is an accomplishment.
The largest military program for many years was the vast system of masonry coastal fort protecting virtually every harbor in the US as a result of the War of 1812. They were only ever used during the Civil War some 50 years after their construction -- but what naval threats from GB, Russia and Spain might they have prevented?

SecAF Hans Mark and CinCSAC Richard Ellis definitely knew -- referred to as the ATB (Advanced Technology Bomber) in the open literature. Edward Luttwak also knew at an early time but maybe not in 1979 when his interview was filmed.
