It's propaganda by virtue of the fact that only one party is represented. Why not see the democratic list as well, even if it is disproportionately smaller? Also, its true that just because you are charged with something doesn't mean you are guilty of it. Its been said in these comments that there is a "high probability" that they are guilty. According to what? There's also a high probability of public officials being falsely accused of things because of their controversial positions.
