i loved this game it was truly groundbreaking what Nintendo did with Starfox 64, few games have yet to come up to par with the depth and player invovlement in games.

shooting charge shots in the middle of the fire rings(whatever their called) works on the 3ds version. i've tried it, and it works.

you have to shoot the points at center of the fire arcs.
this is on n64 btw, i'm not sure if it even works on 3ds.
