I think it was originally an adjunct to pre-existing swordsmanship.
I think Toyama Ryu teaches fighting after the weapon is deployed; it would make sense, being as it's the method taught to NCO's and officers in the Japanese Imperial Army until the end of WW2.

Since many asked, I answer. This iaidoka did preform: ZNKR: Mae and Soete-tsuki.

I completely don't agree with you. Iaido is tha fighting art of Samurai Warrior from the ancient time. The Samurais will fight to death sometime even in one cut. If the Samurai is surrounded by enemies the will draw the sword and fight quickly sometime with Double Sword. For Iaido , they can't not allow the Iaido practitioners use for real fight as they can kill people as Katana is really sharp blade.
Did you see the look of intensity on his face as he turned to his left (1:34)? That is what Iaido is all about, the ability to sense an enemy coming at you.
And the way he "plucked" the sword from the scabbard (2:09)! The total concentration... it was as if his very life depended on drawing it.
Last, the ferocity with which he pulled the sword to the left (3:07) would have caused me to faint with fear, even if his back were toward me, if I were there.

One More thing , Japanese omitts Iaido into drawing an Kata to make it become the symbol of Samurai and the culture of Japan and focus more on Kata , philosophy and meditation. They just think it's too dangerous to use for real fight. It doesn't mean is not the fighting art . lol lol
