Looking back, I think I DID respond a bit forcefully to that, but I'd rather have people post logical and helpful things as opposed to making ridiculous and stupid claims.

I was using some edited pedgrp.dat, it spawned the SWAT Tank, FBI Truck, other cars not obtainable otherwise. (Excluding FBI Tank, you can get that on the last mission.)

I have no idea, LOL. Probably same purpose as garbage truck, simply to drive around for no apparent reason, and if need be, a (really bad) getaway vehicle!
