I really don't see the point of this - it seems more like a gimmick, than anything else. I get what you are saying - make the model more generic, and make the machine controller/embedded computer do the work of interpolating how to machine the part. You aren't reducing the amount of design work required, just offloading from the par t designer to the machine designer. Yeah, you'll say "but machine only has to be designed once", yeah, but it would have to be PERFECT or it will fail.

Actually, that is not what we are saying. The point of STEP-NC is to move a richer description of the process and what is being made around to everything that can work on it. A CNC gets a model of what is being made for better collision checking, integrating machining and measurement with probes or other scanning devices, better 5-axis compensation, plus applicable tolerances for better feed-speed optimization or other improvements. Simulators and other apps can use the better data too.
