@OolTube02 He obviously wasn't saying "mumbo jumbo," all his lines sync up with his mouth movements. He was speaking all the words, just with too thick an accent.

Goldfinger's voice doesn't sound like Fröbe after all. He was dubbed by a British actor because his English wasn't good enough. What he was actually saying was mumbo-jumbo and the dialog was looped later.
