Sen. Julian Carroll (D-Frankfort) lamented the staggering increases in health care since he was Kentucky's governor in the 1970s. He noted that the state employee Health Care Trust Fund and Medicaid costs Kentucky $9.5 billion dollars annually. He supported a cost-saving demonstration project contained in the state Senate version of the budget, which he's optimistic will stay in the plan. He spoke on March 24, 2014.
