Stalin didn't stifle the criminals. He started as a criminal himself robbing trains and executing soldiers during Civil War. When he liberated criminals during WWII, they escaped. Stalin's main objective were political prisoners, the opposition threatening him, whom he didn't liberate during the war and used criminals to control them, even in camps.
