This video is a demonstration by working makeup artist Greg McDougall, who is a working special makeup fx artist here in Hollywood. He's applying a GFA, which is a platinum silicone gel filled appliance, sandwiched by vinyl skins. The skins are held to the vinyl gel by flocking and silicone adhesive, although there are many different methods to creating a GFA. Greg is using silicone adhesive on the vinyl skinned appliance, which is the best adhesive for this situation due to its durability factor and ease of release. You can also use acylic based emulsions (fancy word for Pros-aide from ADM Tronics). Many people have different methods, and this is Greg's and CMS' method.
