The tow truck has a low spawn rate but when the the tow trucks spawn rate is up you may see up to 5 tow trucks at a time. The areas that I've seen tow trucks spawn at are the desert on high ways in the far north. The shipping bay is located on the bottom right corner of the map they spawn there. you'll see it on the high way that borders the Los Santos airport. Once the u exit the Los Santos district the tow truck won't spawn on the highway. Once you find 1 save it in a garage for save keeping.
