Its just a matter of weeks now before the U.S. and Japan will sign a formal accord on the military buildup for Guam. The Japan media is reporting today that the measure will lay out the rules for Japans financing of the buildup, including a clause prohibiting Japans financial contribution from being used for other purposes.
In addition to the $6 B in aid, Japan has agreed to a $2.9 B direct contribution for new facilities and infrastructure.
The agreement is still subject to the approval by the Japanese Diet and obliges the U.S. to offer the same consideration to Japanese companies who want to get in on the buildup.
Under the realignment plan, about 8,000 U.S. Marines will be moved to Guam from Okinawa, along with an additional 9,000 dependents
