look*closer, the seat has been inverted and the back edge is facing forward, someone has flipped it over, the "knobs" are structural reinforcements of the underside of the seat component.

I actually spent the day yesterday taking pictures of this sort of thing all over town. benches with arm rest in the middle, railings with steel balls welded to them, walls with nubs and bumps. all to stop people from doing whatever they do. I am going to do a slide show. soon.
