This isn't a PIF, because it's made on behalf of a private company. It's not an advert either, because it's clearly a public announcement. It's a quasi-PIF from newly privatised Thames Water at the height of the 1990 drought.
Try not to think too hard about the water that was used to make the film in the first place. Or the fact that it helpfully tells you to freephone Thames Water, and even gives the hours, but doesn't provide the number.
