@FutureMarine1417 air burst is always better for soft targets, it covers a larger area. Nukes are also air burst for the same reason - blast is concentrated sideways (where the targets are) not upwards (where nothing but blue sky is).

It seems as if noting happens, but this airburst round throws little tungsten balls around which pierce everything they encounter. The targets dont move, but they are riddled with shrapnel.
