[OpenBVE - New (WIP) Motors] Siemens C651 Set 215-216 Riverbay to Metro Central

A new motor, door and announcements for the C651. As it's still WIP, nothing further needs to be enlightened. Motors recorded for 215-216 using my new phone, providing a slightly better quality, during rush hour. Unsmooth parts are caused by occasionally bad lagging. Credits to Mark for the Route and Samuel/Flip for the train.
