If you google 'opbmusic', a music station in Portland, then click on 'Performances' then 'Jolie Holland', there's an interview where Jolie explains what the song is about - weird story - Mexico City is just where the character in the song died (I think...).

this song has nothing to do with Mexico city , is just a reference , what she´s trying to do is to talk about the death and the living , giving mexico city as a reference because of " dia de los muertos " day, she never says " IM WALKING DOWN TROUGH MEXICO CITY SHITY STREETS, SINGING LA LA LA " right?
