When should you start the meeting? In this world really there are two classes of people; there are the early risers and the late risers. Personally I'm in the category of late risers, I don't really function until about 9:30 in the morning, even then not very well but I can certainly work till two or three in the morning without much trouble. The second group of people that go to bed early, early to bed early to rise and their quite happy to start working at 7:30, 7 in the morning. If I were you and I were the facilitator and you're organizing the meeting I would resist a little bit the early risers, don't start your meeting at 7:30, if you can avoid it don't start at 8o'clock, I would say 8:30 quarter to nine, at the latest 9o'clock are appropriate times to start the meeting, but don't be pressured by the early risers.
