If you have a case where you have a known top level leader of a major terrorist origination that is a threat to the United States who has been hardened and radicalized to hate the U.S. whos origination has demonstrated the ability to severalty harm the U.S. and has a good possibility to have intricate knowledge of further plains to carry out a massive attack to the people of this nation;

I would authorize a commission to carry out torture in a controlled environment using professional individuals who understand this is an extremely rare exception that should never be carried out as a rule or process to obtain information from anyone who does not meet these exacting guide lines.

If no useful information is obtained, the individual will no longer be subjected to torture, but would not be set free to further radicalized others and use this as a propaganda tool to strengthen his originations position. No attempt should be made to cover up anything of these events that does not represent a grave danger to the people of the United States.

Maybe the worst thing Jefferson did was make James Wilkinson the Commander-in-Chief of the Louisiana Purchase.
Wilkinson was by then well-known as untrustworthy. He was twice court marshaled and discharged during the Revolution. He later nearly made Kentucky part of Spain.
He was part of the so-called "Burr Conspiracy", a failed coup against the US.
At Wilkinson's death it was revealed that as C-in-C of Louisiana Purchase, he was a paid spy for the Spanish monarchy.

Jefferson also:
created West Point,
began USA's first overseas war, the Barbary War, to stop high seas terrorists,
and unconstitutionally bought the Louisiana Purchase.
Also, his VP Burr killed Jefferson's longtime rival Alexander Hamilton. Jefferson tried to evoke executive privilege to not comply with the Court's subpoena to Burr's treason trial.
He was also responsible for the Embargo Act of 1807, which made it criminal for merchant ships to port anywhere not authorized by the President.
