I Was Driving Around in GTA IV, making a GTA IV Most Wanted video, i had 3 stars, and i saw a RARE Police cruiser,i stole it, ditched the cops and filmed it..

Information On the NOOSE Cruiser:

The NOOSE Cruiser spawns when you have 3 star felony. It isn't known yet if you can find it in the city with no felonys but you can get it. It is the 4th rarest car in the game, even though it's easy to get, you have a 4% chance of seeing it in-game..even with 3 star felony, they only come on RARE ocassions.

I've seen this car the most at low wanted level roadblocks at bridges. They dont really seem to chase you that much, but if you have a high wanted level you can probably spot one somewhere in the line of police cars following you around the city.
