If it falls in salt water, you just clean it out with fresh water, and then dry it out.

my phone was in the water for 5-10mins, its in a jar of rice now, do u think it will be saved, enen though it was in their for longer then 5 mins?

This method does work but success rate still depends on various factors. Eg. different type of liquids, whether corrosion/short circuit occurred etc.
There are cases where phones are not completely submerged in water and could work for awhile/days and then suddenly shut off. This would be a sign of corrosion/short circuit and would require professional help to recover your phone.
For the iPhone 4, the battery can be removed or disconnected by removing just 3 screws.
