Well, I live in a neighborhood that's not going in a good direction either. I do think generalizing is not the right or accurate thing to say.
It's not black people, Latinos, Jews (which at one point were, GASP, discriminated against) that ruin neighborhoods.
It's people who are uneducated in morality, ethics, ettiquiette etc...
Saying it's blacks, Latinos, Asians etc...is part of the problem I would say. Call me romantic.

Shit Canarsie is a dump now. It was all white/italian back in the early 90's and by the mid 90's it was getting colored. By the end of the 90's and early 2000's Canarsie was already considered all black. I moved in 2010 and it was a crazy area. Basically should be called East New York. I went back in November and it got worse. A kid got killed a block away from South Shore and cops are all over the place.

(1) Blacks ruin neighborhoods
(2) A solution to this would be not to move away and give it 'to them'

Had to take this off of f/b because some of my friends could not get it! was trying to say , stop blaming the black people for what happened to an area in Brooklyn called Canarsie, , they all moved out because they were afraid to live close to the black neighbor, instead they all ran , and sold there homes , like scared dogs, and gave it up, nobody took the neighborhood, the whites gave it to them on a silver platter , end of story

Had to let out some steam, after watching youtube videos about Canarsie, what happened to it! everybody moved and gave it to them , why wont anybody admit it?
