It's not so much about the idea of the money being credited to other countries. It's that they likely handed out a lot of money in a way that may not be constitutional or at the least wasn't passed by congress. The scary thought is that this group is able to just move 500 million dollars around without approval by congress.

no amout of money was GIVEN, its a swap as he (ben) clearly states.
i dont think you realise that if you "give" out dollars to countrys that doesnt use dollars as their main currency, those countrys have to at some point use the money in america since dollars really has NO value outside countrys that really uses it.
also, he states that the countrys pay interest rates for the money.
