Before the video starts, Planning Board member and Village DPW chief Billy Lloyd asks that the minutes be amended to show that he voted "Nay" to the resolution to hire Ernie Gailor as consulting engineer because he believed Board Chairman John Ceceri had a conflict of interest. Ceceri points out that things which were not said at the meeting cannot be added later. As the video starts, the board agrees that Lloyd's change can be added along with a letter Ceceri originally submitted at the September meeting (but which was not included with the minutes) that disclosed Ceceri's connection to Gailor.
