This Johnson guy is just another ego-driven businessman who has made enough money, and now thinks it would be cool to try and generate some respect. He does not have a public servant's heart, he is just playing. (He did get passionate about helping defeat a law that was aimed at child-molesting priests, however.) Even the people in Oshkosh don't know him, or if they do, don't like him.

Some people still think there is a difference between the political parties and don't realize that they both work for the same group of mobsters.
