I don't see the point in generating browns gas. Even during World War 2 they just used water injection to improve the power of the aircraft engines and even today the big 747's in South Africa use water injection to take off at the 1 Mile altitude of Johannesburg airport.
Ok, I've had a chance to review the Stan Meyer website and I've got to say, that is the biggest load of manure I've ever seen. I studied physics and can say, with a fair amount of certainty, that Stan Meyer, is a huckster. The "white paper" on that website makes no sense whatsoever.
If you want to extract the Brown's gas from water then use standard electrolysis. 7 cells wired in series, running on ~14 volts (car alternator voltage), 28% KOH solution in pure water. Good luck and have fun.
You're going the in the wrong direction. Water electrolysis is done with LOW voltage and higher current. The best efficiency is achieved under TWO volts. No transformers, no capacitors, just plain old DC current.

Your capacitor has to much capacitance and is to low of a voltage rating. You need a small capacitor, about 1 or 0.1uf at 1500 to 2000volts. The circuit you are building is a resonant tank circuit similar to a Tesla Coil design. If you are getting sparks accrost your spark gap than that is a good start. You could also try running the spark gap in series with your cell only. No cap, no second transformer.
Be Careful there is Dangerous and even lethal voltages from the car coil. Be Safe!!!

Why not just use a car coil for sparks plugs with a PWM? Would make it more simple and neat looking.
