IDLH for Carbon monoxide is 1200 Parts Per Million (PPM)
IDLH for Hydrogen Cyanide is 50 PPM
IDLH's ONLY apply when a dangerous or toxic substance is by itself.
In the case of fire smoke there are a myriad of toxic substances working together.
One of which is Hydrogen Cyanide (HCN)
Conclusion is that the presents of HCN and CO, as in the case of all fire smoke, is an IDLH no matter what the reading.
