I think this shows how Frank let it all go to his head. All the popularity made him think he's great and also after that he's just depressed and doesn't care anymore. The end is saying that he has feelings and is very mad because he went through alot but know one likes him anymore, as you can see from 2:08 - 3:00 and also he is desperate for attention as you can see from 3:20 - 3:40

a lot of people don't like the new Frank for his 'tough guy' attitude, but I don't think they understand this is what happens when you become famous

The new Frank West is pretty cool. The old one was cool too, but hey, storywise his change of attitude is more than justified, and remember; THIS kind of things were the ones that by the time of Case West got him "ruined". The fame got into him and all that, y'know.
He's far from being a marty stu, and yet, he's all cool and badass. IMO his apparent change of personality was realistic and well executed.
Now, please CAPCOM, don't forget about Chuck. He was a great character on his own.
