Cheat alert. Some zones do not have roads/rails beside them, and they are required for growth.

I once reached the 500k mark using this same map (#61) but fell below and was never able to reach it again. What makes your case particularly crazy is that you managed 700k even with all those undeveloped residential squares.

I stopped this Meg at 900k, not that i couldnt grow bigger, is that i don't have anymore time to put on it.
