The song is from the movie, Ninaivellam Nithya.

I simply can't explain the orchestration in this song. Illayaraja was truly the king of music in the 80's and 90's. There are tons of addictive songs from Raja and this is one among them. It was Karthik's first movie. The movie was a very big musical hit and a great love story which had a sad end. The movie was directed by who created a name for himself and there were many other directors that followed his his path. It is none other than Sridhar.
