Speaking in English is NOT a requirement to win because ALL Miss Universe winners bring interpreters.

If the winner speaks English and she goes to Timbuktu, she would need an interpreter who can speak the Songhay language.

Also for your info, the Miss Universe 2010 winner (Mexico) is VERY FLUENT in English.
