Please correct me if I'm wrong, but I believe this song is about the government and how they aren't doing their jobs (we're the regulators that de-regulate) and they do what they want (we're the cruel regulators smoking cigaro) and they think they're better than the others (my cock is much bigger than yours) and they act like they're solving problems when they're the ones creating them and doing nothing about it. (burning through the world's resources, then we turn and hide). That's my belief..

As SOAD has said before, they never claim any explanation is the right one for these songs. It is what the listener interprets it as. That said, most sane people would come to that conclusion. It's that, or a song about my dick being bigger, smelly shit, and an open FUCK YOU to everyone else.
