Be firm but not physical, scream, etc.
Also chasing after him was a mistake. She should have just stood there and told him not to do that anymore. If he didn't stop she should have grabbed his arm lightly and started walking away from the rocks.
In the end though, I think nature is just as important as nurture. Some people seem to be innately violent/aggresive.
