Great tutorial. I never thought about making dotted circles in Photoshop. I've always copied and pasted circles from Indesign into Photoshop. InDesign makes perfect dotted circles with even spacing all around. Though there is a little back and forth required sometimes to get the right stroke size, etc.
Btw, the tool you were hovering over was the "Path" tool. If you hold your cursor over the tool, it will tell you what it is. :)

What I would like to know is how you make the dashes or dots equal in spacing in relation to diameter of circles. If you look at the 3 examples at the beginning you can see where the circles start and finish because the dots overlap slightly. Is there a way to resolve this problem? I find this also happens when I make sqaure or rectangular dashed boxes and I can't find a way to even out the corners so that they are all the same. Can you help me please. Great tutorials by the way!

@cherishsmartboy: before deleting the path, turn it into a selection and then fill it with a color.
@andybdm: unfortunately, i don't have an algorithm for preventing an overlap except by trial and error. :)
