I feel sorry for the officer. The kid ran even after being told several times to stop. As soon as the hit happened, the officer called for EMS and, by the sound of it, tried to help the suspect (sounds like he was getting a first aid kit). The officer was doing his job and trying to make sure the kid wasn't taking stuff from a construction site. For all of you anti-cop's, just don't call the cops when your stuff gets stolen and start paying more for services after businesses are stolen from.
