Well this isn't exactly the correct translation from the original russian
in original he says: "Humanity is corrupt, it must be destroyed"

Well, he wished for humanity to be destroyed, since there was a mistranslation. If he wanted humanity to be controlled, that's not a bad thing.

Tis a fairly ambiguous ending. I take it thusly:
Strelok, being the prick that he is, wishes for humans to be controlled. The Wish Granter achieves this by simply eliminating every other human being on the planet. The only human Strelok could've ever reliably controlled is himself, and now that everyone else on earth is dead, he IS humanity. Strelok is now doomed to spend the rest of eternity trapped alone in a bleak dimensional void.

In the Russian version of the game he says "Destroyed" rather than "controlled". So it makes much more sense.

... as Strelok sadly tired aproaches the wish granter.
as how i am sadly tired of knowing that the way to end all the greed, misery and problems that humans do to everything around it with theyr good intentions, might be its own extintion.
And i guess they translated it to (control) instead of destroy, cause its better to believe there is some way to fix (control) mankind.
This ending is a sad reality.

For those who don't understand:
He says humanity is corrupt, and that it must be controlled (destroyed in Russian).
What the wishgranter does is that it takes his words too literally, and it destroys his mind and shows him literally all of the suffering in the world, and it destroys Strelok's humanity (As in, it destroys his emotions and feeling)
